To send a comment to everyone following you just type your message in the box at the top and click the input button.

If you want to sent a comment to just 1 of your followers use direct message. It's a menu item on the right side of the page that opens a new window.

"RT" is used when you want to retweet. Retweeting means that you've gotten a message from someone you are following and you want to send that message to your followers and give credit to the person that sent you the message.
