It basically means that when there is no Wi-Fi around (Wireless internet) then you can connect to your mobile internet to use sites like Facebook and Twitter without getting charged. However, 250MB is not a lot of internet data and if you left it on all the time you are likely to get charged for it towards the end of the month. Just try and use wireless whenever you can and switch off your mobile internet wherever possible.
