What type of political-economic system is this?
In this government, the state emphasizes the ownership of private property, free market enterprise, and minimization of government in the affairs of market and society as long as they operate within the laws established and enforced by the government. For example, if a chemical plant was improperly dumping waste product into the environment, even if they owned the property, the state would penalize the chemical plant by first seizing the unlawful aspects and after the problem has been fixed, returning the chemical plant to other individuals. In this way, the government regulates businesses. For the state to do this though, the courts must first find them guilty. In this way, the power between government and business is regulated. Government officials are elected through popular vote and are themselves regulated by laws and courts at the local, state, and national levels.

To me, it seems like a different form of Fascism with the businesses answering to the state - not being directly controlled by the state though - instead of the individual being subordinate to the business. The government is there to protect the individual and state from "bad" business. Furthermore, government officials are regularly elected and also kept in check with law. In this way we represent a Capitalistic Nomocracy.
