The @ sign is to Mention Other users on Twitter. Like for me .
You would put " @Desipooh702 " without the quotation marks and then write whatever u want after so you could basically send that tweet directly to them

The Number sign " # " is used to Trend a topic such as " #WhenThingsGoWronq " or anything you want. You Can "Trend any words or phrases you want. It just makes it so that when someone looks up that topic, They could see your tweet, and it might gain you more followers(:
