Yes, I have and I do it all the time. But 99% of the time they do not respond back. I have never received any message back from any celebrity. But I did tweet Guy Oseary, Madonna's manger, because she doesn't have a twitter account herself. It was for a contest for pit tickets to her concert and I won them!
