If Hong Kong is falling behind 25 mainland cities in prosperity from a position when it was one of if not the best in Asia in the time of British rule and the current government is not controlled by Britain then its not the fault of the British.

Its like blaming China for the USA invasion of Iraq because the the chemical weapon missile casings used in Halabja poison gas attack were made in China.

If the Chinese government could do this to Shanghai in 20 years

When surely they could have done something to Hong Kong in the 14 years they had it, unless of course you making up facts from the top of your head.

Edit: Have you not forget it may not be the long term planning at fault but the fact that any ideas Hong Kong have had are simply not been put in good use by the CCP who simply say no lets not do it. Its well known that they want Shanghai to be the financially showcase over Hong Kong, especially as they can then claim its 100% histrionically Chinese or in another case they are moving Hong Kong factories and co into Shenzhen's EZ. And believe me 5 er 6 years ago when I lived in Shanghai, the putong area has not changed that much from the photo apart from a couple of more buildings and you can bet your bottom dollar that anyone government with any common sense would have had ideas to improve it and would have done so from the start of running it.
