Should england be liable for Hong Kong's fall behind 25 Mainland cities in prosperity?

yes, because england only thought about what they could get out of HK at the time, and never planned for long-term HK prosperity, as they never cared for the HK people. Chinese cities in the Mainland are ruled by the Chinese themselves, who are planning for long term prosperity of China as a whole.
