I've already experienced your situation my friend :] But I think he likes you, he just doesn't want to tell you cause maybe he's afraid or there's something that's making him not to tell you about what he really feels. And with the phrase "If I liked you I would tell you" it's so obvious that maybe he liked/s you. Cause even I were the guy i would tell you that so I wouldn't get caught that I like you.
