Is social security an example of a socialist policy?

There were people who believed Social Security was a socialist program when FDR proposed it. It's been around so long now that most people take it for granted. It too is in trouble because there are less people paying in than when the program started. It was something like 14 persons working for each retiree. Now it is more
like 3 persons working for each retiree. I'm not sure I'm on the money with the stats but you get the idea.
