I would suggest aiming for a specific audience, for example facebook was meant to be for college students. I would suggest you narrow it done even more though. As far as programming, you can buy some programs and then just mess around with them to your own liking

if you have the time, you don't need that much money to get started, a few hundred dollars should be ok
