Ok, I think the girl your talking about is confused. She doesn't know weither she has feelings for you or not. I think you should be there for her and act like a true friend. Talk to her next time you see her and tell her you will always be there for her. Send her one text saying all this and then wait. Next time you see her, act friendly and open. BUT....wait until the drama in her life has subsided before you make your move.
She might be feeling a little tender at the moment as a result of the drama so try and be understanding. And don't worry about it, all girls have their mood swings
