Medicare is a government program.

Social Security is a government program.

George W. Bush wanted to raid the social security trust fund and put it in the STOCK MARKET.
And in answer to your question, none of which I am aware.
Response: Yes, their own money that they would have LOST. Most people are not Wall Street Tycoons.
