Give people a reason to follow you. Post content that is original, interesting to users, funny, informative, etc. If you post interesting content, this will give your current followers a reason to re-tweet your content, and potentially get you more followers. I have read that short but witty tweets are always the best.

Also if there is a current event going on, like for instance if it's the day of the presidential election. Post something original and witty about that current event. People will likely be searching for things related to that event, and if your tweet stands out, these people will hopefully follow you!

Also, you could start a blog about something you like. For example, if you like fashion. Start a fashion blog, post interesting content, and add a "follow" button on your blog (that links to twitter). If you get a large following on your blog, these people will likely follow you on twitter.
