You have a few option. You can follow people and wait till they follow you (if they ever do).
You join some exchange followers websites. Were you will follow people and they will follow you in return. But all this takes time.

If you really want that following counter to spike (for whatever reason) just buy them by the package from freelancers. You can get hundreds for a few bucks.
