is China's news reports confusing and angering its citizens?

Major news stories evolve as more information becomes available. A lightning strike knocked out power to the leading train, then there was a glitch in the track warning system, and finally their were problems at the nearest monitoring station. None of these events would have caused the crash alone, but their cascading effect brought about the tragedy.

Chinese people are smart enough to know that evidence needs to be gathered and analyzed before conclusions can be drawn. Chinese authorities never said that a lightning strike was the sole cause of the accident. The lightning was one of the contributing factors and more facts may yet be discovered. The investigation is still in its earliest phases.
