They're asking from an academic point of view. Many organizations and institutions are "agents of socialization"; the family, church, school, work, mass media, social media, even (gasp) homeschooling groups are *all* agents of socialization. It does not mean that school is the only place to socialize. It really isn't about socializing as in interacting. It's about how institutions affect behavior.
