It can be... depends how you look at it.

You could say soldiers are becoming homeless because when they come back from tour half the houses have been taken by people coming in the UK. You could say contraband like drugs are becoming more used and taking over peoples lives and slowly financially cripple them until no money is left.

Or imigrants come into the UK, have nowhere to go and are homeless.
