Tell her parents- it's a dick move, but effective. Or you could confront her face to face and say "hey that is my sisters money and she needs it. I understand you have tried to repay me, but I think you are just avoiding it. So pay me by ____(deadline) or I am going to have to tell someone like your parents" If none of that works you can threaten small claims court, but that's a bit ridiculous.
