Laptop not turning on :( makes 4 beep sounds?

My name is Krishna and I work for the Social Media and Community Team at Dell. As per the diagnostic indicator, it looks like a RAM read/write failure. Try reseating the memory module and see if it helps. Also, swap the memory into a different slot on the system board and try installing a known good memory module into the various slots to pin-point either the module or system board slot causing the problem.
