Usually the most effective way to gain followers on twitter is by first having an audience already built on your own blog/site and linking to your twitter account.

However, what you tweet is also extrmeely important, if you are in a very popular niche like One Direction or Justin Bieber, try to be polemic with the things you tweet, this is by far the best method to gain followers.
