2. Being in accordance with the rules or standards for right conduct or practice, especially the standards of a profession: It was not considered ethical for physicians to advertise.

â–º Point Being: If he has done those thing's you say he has.. He is a Black Hat.
He is certainly in not way ethical or a hacker, He is a 'Cracker' (Malicious intent)

â–º Solution: Reinstall your entire computer doing a FULL Format.
(And if doing it manually I'd recommend deleting/Recreating the partition)

Change every password to anything you intend to keep (Facebook, hotmail ect)
