Is walking away the most significant action for budgies?

So for your first question, he may just try to ignore it, or move away from it. Once he sees that what he's doing may not be working, he may fly away. But usually budgies have a fairly even personality and would rather just try to ignore or move away than fly to a different place.

Second question, if you keep petting him, usually budgies (and all other parrots) LOVE to be petted like that. Give him a gentle scratch on the neck, and they love it, and will hiss at you if you stop petting them. Simply hogging attention, I guess. But it is possible he will get tired, and will just try to duck or move away if he's annoyed by too much. But in most cases, hand raised birds will sit there obediently enjoying it.

Third question, maybe he needs a bit of time to adjust. Ok, it has been 10 days maybe, but my two budgies never play with their toys, except for a red rope that was there by accident.... Anyway, some birds get picky about what toys they have, others just not so playful as some. If he still seems active and in his normal behavior, its not too big of a problem. Just continue spending a lot of time with him, and it shouldn't be that big of a problem, it won't lead to serious "depression of lack of entertainment". As I said, when he wants to play, he will, in the meantime, nothing you can really do about it.

What to talk to him about? What do you mean? You mean training and taming him by sitting by his cage and talking to him? If you do mean that, just whatever comes naturally. They don't care WHAT you're saying, just as long as you say it gently and evenly and they know they can trust you. Or if you're seriously confused, even read a story could work.

Music? Well, it depends on your bird. They all like different kinds. Play a few and see which he might like. I play different kinds to mine and some soothe them and put them to sleep, others they hiss at, some keep them very alert, and some others they dance and chirp to.

Name? So, its a male, right? Well, here are some names I come up with randomly....

EDIT: By the way, the cage is too small for the bird. You need to get a much bigger cage for him to satisfied and happy and healthy in the cage.
