the "#" symbol is called a "hash."
Twitter uses the hash symbol to preface keywords so that other users and search engines can bulk them together when providing search results. for example, if there was an earthquake in CA, thousands may tweet about it, but all of those that would include something like, #earthquake, would be associated together (even if they don't know each other). If people searched twitter or yahoo, or google for "earthquake," it's possible that their tweets would be returned as a search result. #justsaying on twitter is often used by people who are ranting or raving about something that annoys them. other users, looking to see what people are thinking can search that keyword and comment, agree, or retweet their own thoughts.
