would a girl do this just to be "friendly"?

Okay, so there's a girl I'm crazy about whose younger then me. She knew I liked her since the summer.. anyways we started communicating (text/hanging out/phone/facebook chat) constantly. She apparently only likes me as a friend.. but we would talk about everything, 24/7. She calls me an "amazing friend". I asked her out on two different occasions, and she rejected me both times.. but we still talk. She apparently feels bad for saying no.. citing her "crush" as the reason.

My question: would a girl CONSTANTLY communicate with a guy, whom she KNOWS likes her, but she has no intentions of pursing the guy.. Is she just keeping me close to give her more confidence? I have complimented her in the past, but haven't since she rejected me the second time..
