If you are just looking to get a website up and running the more popular blog platforms from Wordpress and Google are your best bets. You can get started for free and try things out, these systems let you build everything online and it's very easy.

Once you are a bit more established and you know what you want out of this project you can spend a few dollars and register your own domain name and tie it all together.

If you are looking to author your site completely on your own Adobe Dreamweaver is the standard for most experienced developers.
