Why is it called a cut when a Republican proposes it an "slow growth" when a Democrat proposes it?

It's all nonsense anyway due to baseline budgeting. Federal budgets for every department are scheduled to automatically increase by 8% per year. So if a deal is reached to only increase it by 4%, they call it a "cut". So it's all smoke, lies and mirrors.
