It depends what network connectivity you have.

If WiFi is readily available, get the touch. If you are on the go where WiFi is here and there, and you need to be connected, get the phone.

Personally, I would get the touch (or Android equivalent) and a cheap generic cell phone with a prepay voice/text plan.
