1. You have to learn ObjectiveC and you must own a Mac
2. With Xcode that you can find on apple's website
3. Yes and no, Xcode is free but you still need a Mac and a developer's license (90$) or you can code WebApps everywhere in JavaScrits with softwares like this http://translate.google.it/translate?sl=...ge&act=url written by me.
