What is the best pay per click affiliate program?

Yea that's a pretty desperate, low paying approach, there is link producing software that does it on a massive scale, people using this form of automation sell packages of (junky) like for as little as 1/10 of a cent. Aside from the logistical problem of identifying which links you created, that roundabout approach is just not going to generate enough results to be worthwhile.
You could setup your own blog on a free host, part of the standard process for getting more traffic to the site (where you cold earn ppc ad hosting and affiliate link revenue eventually), is to get links from other sites, similar to what you describe, but for your site's benefit, it's easier to be credited for clicks that you cause to happen on your site.

Other forms of busywork, a bit more certain to pay than PPC or survey crap are "micro task" sites that pay small change for a few minutes work, the original "Mechanical Turk" was created by Amazon to 'automate' tasks a computer couldn't do, like pick the better of 2 photos, they named mturk.com after the 18th century chess playing machine that had a man hidden inside. Many of the tasks are boosting the popularity of sites by visiting or voting them up, there are also more shady actions they may ask you to take, including signing up for product trials for which they get a commission, you get to choose the tasks you want to perform. Having Facebook, Google+ and social bookmarking site helps your qualification. Shorttask.com and microworkers.com are similar sites.
