People hate pop-up / pop-under ads, and it only hurts your brand / site's reputation. Yes, using Google AdWords is an option, but to get enough ads might be a problem with a small budget. Why don't you try 'social networking' ads like those on socialspark.com - allows you to advertise via blogs, choosing which kind of audience you want to reach out to.
