I dont understand her. your thoughts?

I met a girl over a year ago.
We got super super close and would speak every night on Skype.
And I would go see her in her town on some weekends.

We eventually confessed our feelings for each other and was planning on getting together officially.
However, a few days later she told me she doesn't see me that way now, and just loves me as a friend.
We were on good terms after that, but didn't speak to each other for perhaps 2 months.

Roughly 2 weeks ago, she messaged me on Skype and we had a catch up.
She told me she kinda regretted us not getting together, and she wonders how it would have been.
She said that she lost attraction for me because I'm "Too nice" (I think she meant 'needy?').

I agreed with her that we could get back to how we was, and then we arranged to meet up the next day.
The next day, she told me she couldn't make it and cancelled.
I was fine with it, but didn't ask to meet her again, to avoid seeming desperate/needy again.

The next few days she was on Skype, she wouldn't make any effort to message me!
And I was determined not to message her first, as I didn't want to make myself seem 'Too nice' or 'Needy' again.

After a few days she messaged me first, but asking what to buy a guy for a birthday present, and then told me she was seeing a guy friend on the weekend.

We haven't spoken since then (almost 2 weeks ago) and she hasn't been online on Skype which is weird..
However I have seen that she is active on Facebook.
I'm kinda worried she blocked me on Skype for some reason? though I doubt it..

My question is this;

She messaged me asking if we could ever be how we was again, and then shows no effort to make it happen?
What the hell is going through her mind?!??!?!!
