This girl doesnt know what she wants! Maybe she is not sure what you are feeling at the moment and is waiting for you to make a move. Try it out if you like the girl..give her a call and ask her out! If she rejects or cancels on you again,best to just move on and find a girl who is right for you. Best of luck!
