Why do people call deceased children angels?

Basically, losing a child is worse than losing both arms and legs for a parent. It doesn't make sense and nobody can wrap their brain around why someone so young and so innocent should have their number come up. So...we call them angels...and prefer to believe that God had a purpose for them in heaven.. being an angel.
