Why do people call deceased children angels?

It's because they do not know the true condition of the dead. Many religions teach that those who die are taken to heaven, but the bible teaches otherwise. Eccl 9:5, "the dead are conscious of nothing." Besides, God did not intend for humans to live in heaven. He created the earth for humans. If Adam and Eve had never sinned, the human race would have lived on earth forever. God's original purpose for the earth has not changed. This is brought out in Psalms 37:10, 11

And just a little while longer, and the wicked one will be no more;+
And you will certainly give attention to his place, and he will not be.+
But the meek ones themselves will possess the earth,+
And they will indeed find their exquisite delight in the abundance of peace.+
