Why do people call deceased children angels?

Unfortunately, people have to comfort themselves this way because they don't understand what has happened to their children and they have to give themselves some sort of hope for them. The Bible explains all of these things very clearly, but sadly, many preachers are too worried about money rather than telling people what has really happened to their dead loved ones, so they do what 2 Timothy 4:3 calls tickling people's ears. Here's what the Bible teaches happens to these children:

Luke 8:49-53: "While he was yet speaking, a certain representative of the presiding officer of the synagogue came, saying: “Your daughter has died; do not bother the teacher any longer.”  On hearing this, Jesus answered him: “Have no fear, only put forth faith, and she will be saved.”  When he reached the house he did not let anyone go in with him except Peter and John and James and the girl’s father and mother.  But people were all weeping and beating themselves in grief for her. So he said: “Stop weeping, for she did not die but is sleeping.”  At this they began to laugh at him scornfully, because they knew she had died.  But he took her by the hand and called, saying: “Girl, get up!""

It really begs the question, why did Jesus say the girl needed to be "saved" if children go to heaven when they die? Rather, he compared her condition to sleeping. Other scriptures in the Bible emphasize this condition of the dead, such as Ecclesiastes 9:5,6:

"For the living are conscious that they will die; but as for the dead, they are conscious of nothing at all, neither do they anymore have wages, because the remembrance of them has been forgotten.  Also, their love and their hate and their jealousy have already perished, and they have no portion anymore to time indefinite in anything that has to be done under the sun."

This, of course, is just their default condition, assuming they aren't later resurrected like the little girl. Jesus resurrected many people, and there would be no need for him to do this if people went to heaven. It would also have done little good for him to have gone around resurrecting people if they were just going to remain permanently dead later. Rather, his doing so was just a demonstration of what he'd do on a greater scale later. The scriptures teach that one day there will be a great resurrection of millions of people, and death will be done away with. This is spoken of many times in God's Word, such as at Acts 24:15 and Revelation 21:4.
