If you don't have Photoshop then get GIMP - it's free http://www.gimp.org

Then google for a tutorial "GIMP meme tutorial"

If you are trying to do this on a phone, or a tablet, get the Photoshop Touch app. It's not free.

If you want to use an online image editor use something like Pixlr.com http://www.pixlr.com/editor
