If you really want to do it right, you'll probably want to start first by choosing the right host. Dealing with the changes later, when you find yourself at wits end can be a nightmare.

There is a free plan being offered right now - but you'll probably want your own domain name too, which is the way to go, but I don't think you'll find those for free any more.

Once you have a good LAMP (linux apache mysql php) hosting environment with email and all the other goodies - then you can worry about getting a page on it. There are sooooooooooooooooooooooo many options for soooooooooo many price ranges. Ultimately a real designer is the way to go. Usually people use those free web page builders and realize it's more of an embarrasment than anything else so they end up having to learn how to do it themselves or just paying someone for a little work.

Although with balboatech you will get some CMS (content management system) options that come with the hosting, you can install them from the control panel and get to work right away.
