When she was interested to talk, you ignored her, so the relationship didn't take off, and hence her interest must also have waned as time passed, and also currently she must be having new priorities in her life now, like study/work, or may be a new b/f, hence she doesn't want to talk to you and keeps blocking you.

The best you can do is write an email, that it was a mistake to ignore her in the past and that you would like to renew your friendship. Don't be extra emotional, but keep it real.

If she is interested she would respond after accepting your apoligies or if she continues ignoring, then you have to accept the fact that she is not interested in continuing friendship or other relations with you. In which case, you should leave it at that point and don't bother her.

Also, girls don't like boys who keeps on pestering them to get a replies. So, give her some space, and get on with your life. If she has any feelings she might get back, may be after sometime, so give her time and space to think over it.
