It's possible to set it so that nobody can senda friend request unless you have a mutual friend, and it's possible to change all your settings to "friends only" and it's even possible to limit how much your name shows up in search results. However, it's impossible to change who can see your comments. Whenever you comment on a friend's photo or status, your comment automatically has the same visibility of what you commented on. The only way to send a private message to someone is to actually send it to their inbox or as an instant message.
