Go to your Likes Section Click on The Pencil than Click on Edit Privacy For Photos Go to the photo Album page Click on the Small box Under Each Album Set them to Friends Only

Please Note Cover Photos are Public By Default and Can Not Be Changed

Profile Pictures Photo Album you Can Only Set Individual Photos to Private you Cant Set the Whole Album To Private
