It sounds like he's being controlled a bit to me. I think it's clear he DOES want to be friends and he does care, but he doesn't want to upset his girlfriend. She might have threatened to break up with him if you guys still hang out or something, but I think he is a friend.

Just wait for him. If he really cares he WILL come back to do. If they do break up, I can almost guarantee he'll want to be friends again.
