HELP!! my friend hacked someone using FACEBOOK TRACKER?? IS THIS EVEN POSSIBLE?? help plz?

I asked same question again , no proper answer first time

well there is a thing called a Facebook tracker so that's real ( google it)

she said she hacked someone using it ,
can facebook tracker be used to hack peoples account or was she just mistaken( on the name)?
if so , how? ( not for bad purposes , just wondering)
