It is actually a date and time

The first 2 digits are the date and the last four, the time. The "Z" indicates that the time is given in "Zulu" time (ie UTC - Universal Coordinated Time) rather than "local" time.

In this case the report is valid from 22.59 UTC on the 29th to 1am UTC on the 30th
