If you want the best quality photos and videos I personally would go for the iPhone 5, the camera has had a slight lens upgrade and shoots 8MP where as iPod touch is only 5MP. However, there is very little difference between the camera in the iphone 4s and the iPhone 5 so another option would be going for the 4S because the price would have dropped.
