No, FaceTime is specific to apple products and it is only on devices that are new enough to upgrade ios on.

Skype works well on all devices and can communicate with phones, computers and tablets free of charge. It's actually better then Facetime for that reason alone as well as others.

Just get Skype and have the other person you want to chat with get it too then chat face to face as long as you like.
