They can see the picture and also comment it it also appears in their pictures section but some of the Facebook pages aren't run of that person. Take Smosh's page they won't comment on your pics or like them it's because Anthony or Ian run the page rather some one else who runs the page. But if it was someone real page and they actually use then yes they can comment and like it. Take Deadmau5's page as an example. Joel actually runs the page and say you tag him on a pic then he might like or comment on your pic. (Of course the pic must be something relevant to deadmau5 or else he will probably ignore it
