First liking someones photo will send them a notification in estimated time 10 seconds. If u unliked the post before 10 seconds after liking it,they will not recieve a notification. By looking at someones instagram or facebook, the person will have no clue if u had look at their accounts. No programs will allow them to view their recent visitors on their own fb or instagram page because that is against the privacy and policy terms on both facebook and instagram.
