Use that little padlock icon on the top of the page, to the right of your name. You should be able to control the settings you want that way.

I think the profile picture remains public no matter what, but in your Privacy settings, you can block people by visiting their page, and on the right where it says "Message", click the arrow next to that word and choose "Report/Block" and you can block them.
