I had the EXACT same problem. Ugh it was so annoying, and I'm running Windows 8. Here's what I did and it worked for me.

Download the .zip file from eclipse.org under DOWNLOADS, and save it. Then, after it saves, open the file location and drag and drop the ZIP file to your desktop. Unzip the files there in an unzipped folder.

It worked for me, but maybe windows xp is different, sorry if it didn't help. Sad
