Cant gain likes on instagram with same tags?

Hey!
When i post a picture on instagram i cant use the same hashtags to gain likes?
I've saved my hashtags in notes and im using them on almost every picture to gain likes.
in the first 5 pictures.. no problem, but in my newest picture, i dont gain likes and its just like "the hashtags has been used"

The same problem with TagsForLikes, when i use the hashtags 2 times in a row with a comment on my own pic, I cant see it on the hashtags, if u can follow me..
